This study examines the effectiveness and universality of carbon tax using Japan as a case study. Nowadays, more and more countries are applying this tool in environmental policy, but there are many disputes about its effectiveness. The purpose of the study is to analyze the differences in the effectiveness of carbon pricing for a country with a low tax rate. The analysis showed that in Japan, carbon tax has a negative impact on the environment and the emission level would be lower without the tax. There is also a negative impact on the economy, so there is a need to develop strategies and policies to effectively utilize the carbon tax, considering the potential economic risks. The study also offers initial policy recommendations.
